I think answer A is correct. You can test with Cisco Packet Tracer, first make a network with OSPF running.5 m& b( U3 |& E$ R$ Q
1. show ip ospf neigh0 w  a4 `7 |  B
2. clear ip ospf process
7 V+ i+ E' ^) Q, K2 F7 T' O3. show ip ospf neigh
7 b4 l2 v& G  M/ }0 j: }You will find that neigh table is empty after step 2. later on there will be neighbors.
