A,因為 primary 跟 secondary    root  switch  的 priority 都是 16384，表示 其他 switch 的 priority 不會小於 16384，否則   primary 跟 secondary    不可能成為   primary secondary root switch  ，在競選 root switch 時就被淘汰了
